If you use vlc media player, you can brighten the image yourself without any editing.
From the tabs at the top -
Video > effects and filters > image adjust and use the various settings to adjust to your liking
You can also zoom in or rotate under the transform options

You will get better results the higher res video you start with.
You will not create details where there aren't any, you have to use your imagination for that.

@Kayya, instead of just appealing for someone to do something, it would help your cause by at least searching and providing a video source for others with the proper tools. It's best to have the highest quality video... I am limited to the sources that I know, which may not necessarily be the highest res.
