Would "reputable institutions" include paid online services or only film festivals?

I honestly have no idea what they mean by reputable institutions! But based on the censoring, it looks like the just blurred the scene and did not cut any additional scenes that might reveal more and the current blurred scene do not look like they show a lot of action.
