more unknown movie help

hello again i need another movie title help that i strongly remember from my childhood when i around 8
so anyway there is a pacific scene where this guy was in this sauna with 2 busty women that im sure were d or bigger
anyway they all laughing when suddenly this ninja like guy storms in wearing some metal claws
he then uses them to slit the mans throat killing while the women scream the ninja then turns to them and quickly uses the
claws to strike them across their breasts making them faint instantly

later on you see one of the women topless in a mirror putting on creams and bandages on her boobs
the film had a late 80s early 90s crime style feel to it i first thougt it was a death wish film for some reason
this has always stuck with me
