Download Handbrake. https://handbrake.fr/ It's free and works well and coverts to a lot of different standards. Simple to use.

since years I use vlc Player and had no problems playing films, videos etc.
I downloaded the above video and replayed it with vlc player without any problem

Correct VLC player works well but as he wants to play it on his "HDTV" I am assuming he is using a USB stick or similar so VLC would not work for him. He could use VLC to re-encode but I find Handbrake does a better job. Or he could download a DNLA player that transcodes and stream it to the his smart TV.

Okay, I connect my laptop, PC with an HDMI cable with my SmartTv and that method works fine
